Strategic Objectives for SMFD in 2025-2026

CULTURE & DIVERSITY 

Foster an organizational culture that reflects the diverse community we serve by promoting respect, equity, and inclusion at all levels of the District. We will work to ensure all individuals feel valued, supported, and empowered to contribute by advancing fairness in opportunity, representation, and access. This objective will guide internal operations, resource allocation, service delivery, and community engagement.

STRATEGIC PLAN GOAL 1 – ENHANCE OPERATIONAL RESPONSE READINESS 

Expand the District’s special operations capabilities by identifying and implementing high-value enhancements that improve service delivery and community resilience. Evaluate proposed initiatives through cost-benefit analysis and prioritize those with the greatest operational and strategic impact. Continue investing in technologies that advance firefighter safety, readiness, and response effectiveness. Strengthen organizational resilience by updating the Continuity of Operations Plan and enhancing Department Operations Center procedures for improved coordination during major incidents.

STRATEGIC PLAN GOAL 2 – OPTIMIZE COMMUNICATION STRATEGIES 

Optimize internal and external communication strategies to enhance transparency, collaboration, and public trust. Strengthen internal communication channels to ensure timely, consistent, and clear information sharing across all levels of the organization. Expand and refine external communication efforts to better engage the community, increase awareness of District services, and promote preparedness and public safety initiatives.

STRATEGIC PLAN GOAL 3 – MODERNIZE FIRE STATION INFRASTRUCTURE & FACILITIES 

Modernize fire station infrastructure and facilities to support operational efficiency, firefighter health and safety, and long-term sustainability. Assess current facility conditions, prioritize capital improvement needs, and implement upgrades that enhance functionality, resilience, and energy efficiency. Ensure that all facility improvements align with the evolving demands of emergency response and reflect the values of innovation, equity, and community service.

STRATEGIC PLAN GOAL 4 – ENHANCE LABOR-MANAGEMENT RELATIONS        

Strengthen labor-management relations through proactive communication, mutual respect, and collaborative problem-solving. Foster a culture of trust and transparency by engaging in regular dialogue, addressing issues constructively, and working jointly on shared priorities. This commitment will support organizational cohesion, employee well-being, and the effective delivery of services to the community.

STRATEGIC PLAN GOAL 5 – DEVELOP SUCCESSION PLANNING & WORKSHOP DEVELOPMENT PROGRAMS

Develop and implement a comprehensive succession planning and workforce development program focused on leadership roles beyond the rank of captain. Identify future organizational needs, cultivate internal talent through targeted training, mentorship, and professional development opportunities, and establish clear pathways for advancement. This objective supports leadership continuity, organizational resilience, and the long-term effectiveness of the District.

STRATEGIC PLAN GOAL 6 – STRENGTHEN COMMUNITY ENGAGEMENT & FIRE PREVENTION INITIATIVES

Establish and deploy a dedicated fuels crew to strengthen the District’s wildfire mitigation efforts while advancing community risk reduction and workforce development. This initiative will create a new, accessible entry point into the fire service through meaningful employment, hands-on training, and mentorship. The program will also support the District’s commitment to fostering an inclusive, opportunity-driven culture that reflects and serves the diversity of our community.

 

Strategic Plan

The Southern Marin Fire District (SMFD) has developed a comprehensive five-year Strategic Plan to guide its operations from Fiscal Year 2025/26 through 2029/30. This plan reflects SMFD’s mission to protect life, property, and the environment through exceptional, all-risk emergency services, and its vision of advancing safety, innovation, and community resilience. Built through extensive collaboration with personnel, leadership, and community partners, the plan outlines six strategic priorities: enhancing emergency readiness, optimizing communications, modernizing infrastructure, improving labor-management relations, advancing workforce development, and expanding fire prevention and public education initiatives.

Grounded in a detailed SWOT analysis, the plan identifies strengths such as operational excellence, community trust, and interagency collaboration, while addressing challenges like aging facilities, staffing needs, and career progression limitations. Strategic initiatives include specialized training expansions, station deployment optimization, increased paramedic staffing, capital improvement planning, and community engagement in wildfire mitigation. Backed by a $36.5 million budget and a dedicated team of 94 personnel, SMFD is committed to transparent implementation, ongoing evaluation, and proactive adaptation—ensuring it continues to meet the evolving needs of the community it proudly serves.

Communicating with the Public

Southern Marin Fire Protection District will serve the public with courtesy and respect, providing assistance wherever our skills and talents are needed. We will be ever vigilant by following our Communications Plan by promoting awareness of fire hazards and in educating our citizens of all ages.
